idle control valve, it wont be the plugs, if the plugs were broke then it wouldnt idle at all, find the idle conrol valve, wip it off and then get some engine cleaner and give it a good clean, failing that it could be a number of things

The idle problem will be either; - Speedo cable earth behind the main clocks needs re-earthing - Speedo cable not connected/not connected properly at gearbox/clocks - Speedo cable/road speed sensor on its way out, new speedo cable required - Sticking idle speed control valve (as mentioned above). These usually need cleaning to get the gunk out and freeing up. It's just a little stepper motor to control your idle. Might be stuck wide open. - Air leak somewhere. Spraying something flammable around air hoses/inlet while the engine is running will determine if there's a leak. Revs will rise when you spray around the offending area if thats the problem. If you're still stuck give me a shout i don't mind taking a look, only down the road in Mountsorrel.

you did say yourself if you stopped revving the sh*t out of it, it may stop idling as high. i personally would try that for a week or two first.

I doubt revving the crap out of an engine would cause it to idle high. My 1.8 16v regularly gets redlined at 7,200RPM during spirited driving and my idle is always perfect. As i said, i'm just down the road if you want me to have a butchers.

PM me for my number and you can pop over sometime, i'll have a butchers.
Most my knowledge is with the 1.8/2.0 16v engines but they're usually pretty similar across the range.
